Bad dog breath, how do I get rid of it, and what is causing it?

My maltese dogs have the WORST breath. One of them smells like butt, and the others smells like the seafood section of a grocery store. It makes me sick. What can I do?
I try brushing their teeth once in a while, but it dosnt help but for 1 second, and they hate it.
