Try taking her in for a teeth exam and cleaning.
if her teeth are in bad shape, the bad breath is probably coming from that.
and they can tell you also on exam if there is something more you can do.
take her to the vet they can do a simple teeth cleaning without even giving her anesthetic.
Take her to the vet and have her teeth and gums checked out.

It would pay to get her checked out by a vet to see whether they can give her teeth a clean without aneasthetic. Usually this is quite hard though as most dogs aren’t used to having things put in their mouth.
Have you ever tried brushing them yourself? I know there are special dog tooth pastes available if you are worried about your little dog going under aneasthetic.
As long as the diabetes is well controlled you may find that your vet agrees to an aneasthetic as long as a blood test show her liver and kidneys are functioning properly. Yes there is a slightly higher risk when an old animal udergoes an aneasthetic but precautions are generally taken by using different drugs and keeping the animal under a light aneasthetic for as short a period as possible. If your dog only needs a scale and clean she may only need to be under for less than 15 minutes.
So talk it through with your vet and they should be able to help you out with a plan that you are comfortable with.

I would NOT recommend having a dental done without anesthesia…this would be very traumatic and any good Vet would not do it! How old is she? Health care for small pets it extremeley advanced it is actually very safe to put her under anesthesia..a very painless and easy procedure. Having her teeth cleaned and removing those that have decayed can extend her life by years. Bad teeth leads to severe infection and can shorten her life dramatically. Please schedule an appointment an AAHA accredited hospital such as VCA (Veterinary Centers of America) Hospital:..you can find others at this website:http://www.aahanet.org/. They usually have very good vets that you can trust!
There is a toothpaste made just for dogs and you could try brushing your dog’s teeth. She might be afraid of it or uncomturble, but you just have to work your way up.
